Non-SCA Member Participation Policy – POL-016 

Introduction 

The Saskatchewan Cycling Association (SCA) recognizes that a means to increase awareness and participation in the sport of cycling is needed and understands that sometimes, prospective members want to give a Club and / or a discipline a ‘test run’ before deciding whether it is the right fit for them. 

Purpose 

Three (3) options are designed to give the athlete an introduction to the sport and the Club with the expectation that they will be joining the SCA, joining a Club and continue riding and/or racing. 

  • Recreational Day Pass 
  • Single Event Race License 
  • Try-It Program 

Scope 

Applies to any athlete who wishes to try out a cycling discipline and / or Club at a sanctioned recreational or competitive activity before joining the SCA and / or the Club. 

Policy 

The Non-SCA member participant is covered for limited General Liability insurance but is NOT covered for Sport Accident insurance which is reserved for SCA  members only. 

Recreational Day Pass, Single Event Race License, and Try-It Program may not be available for some activities or may be limited in number for some activities.  Check with the SCA office regarding their eligibility for your activity. 

Clubs hosting the activity will retain their Liability insurance in the event of an accident if the Club is affiliated with the SCA, the Organizer is an SCA member, and the SCA has sanctioned the activity. 

Purchase of a full SCA Membership, along with an In-Province or UCI Race License (as applicable) is required to obtain full SCA Membership benefits, Sport Accident insurance, and continuous participation in SCA sanctioned recreational or competitive activities. 

General Requirements 

The General Requirements listed below apply to all three (3) Non-SCA Member Participant instances; Recreational Day Pass, Single Event Race License, and Try-It Program: 

  • Club MUST be affiliated with the SCA 
  • Organizer MUST be a member of the SCA and the host Club 
  • Activity MUST be sanctioned by the SCA 
  • Non-SCA member participation MUST be purchased online through CCN prior to participating in the activity and provide confirmation to the Club to be eligible 
  • Participant must appear on the activity registration list and take the start 
  • Club and participant is insured for limited General Liability but is NOT insured for Sport Accident (available for SCA members only) 
  • Participant does not qualify for any SCA member benefits – available for SCA members only 
  • Activities must follow the Club’s SCA approved Risk Management Policy, Emergency Response Plan, and Activity Guidelines 
  • Any incidents must be reported to SCA within 5 days 

Recreational Day Pass 

Clubs can allow non-SCA-members to participate in sanctioned recreational Club activities on a try out basis, with the expectation that they are doing so to see if they are interested in joining the SCA and the Club.  

Key Requirements & Limitations 

  • Maximum of ONE (1) Recreational Day Pass per participant per season 
  • Available for Club rides, practices, or skill-based activities ONLY 
  • NOT available for competitive racing activities or Club races 
  • Premium per participant is set annually by SCA (2026 – $20 / participant) 

Single Event Race License 

Clubs can allow non-SCA-participants to join sanctioned competitive (race) activities on a try out basis, with the expectation that they are doing so to see if they are interested in racing and joining the SCA and the Club. 

Key Requirements & Limitations 

  • Maximum of ONE (1) Single Event Race License per participant per season 
  • Available for competitive activities (racing) ONLY 
  • NOT available for Club rides or recreational activities 
  • NOT available for Criterium or BMX 
  • NOT available for Provincial or National Championships 
  • Athlete may contest a race, but is not eligible to claim any series points, medals, jerseys, or titles 
  • Athlete is eligible for prizes and results 
  • Premium per participant is set annually by SCA (2026 – $40 / participant) 

Try-It Program 

Try-it Program offerings are designed to showcase the club’s community, programming, and discipline.  Pre-scheduling and promoting these opportunities with sufficient lead-up time, as well as providing adequate support from experienced members, often leads to the most positive experiences for participants. 

Try-it Programs provide an opportunity for Clubs to invite participants from the community to join a sanctioned recreational activity that showcases the sport of cycling and a specific discipline offered within their Club to promote membership. 

Key Requirements & Limitations 

  • Available for Club recreational activities ONLY 
  • Available for BMX Club rides with NO start gate in use 
  • NOT available for competitive activities (E.G., BMX, races, time trials, criteriums, etc.) 
  • Each non-SCA participant may attend up to two (2) Try-it Program activities per season 
  • Try-It Program allows SCA affiliated Clubs to host up to eight (8) pre-scheduled recreational activities per season for non-SCA members 
  • Clubs cannot be combined for an activity – per single Club use only 
  • Clubs must apply at least seven (7) days in advance by submitting an Try-It Program Application to sanctions@saskcycling.ca  
  • SCA will invoice a per participant fee to the Clubs on a quarterly basis 
  • Premium per participant is set annually by SCA (2026 – $5 / participant – paid by Club quarterly) 

Compliance 

Club and all participants must comply with the SCA Code of Conduct and must follow al SCA policies and procedures, rules and regulations, and all Cycling Canada and UCI regulations. 

Failure to comply with the Non-SCA Member Participation Policy may result in disciplinary action, up to and including a Club’s loss of activity sanctioning privileges or refusal of SCA membership application from the participant. 

A sanction may be withdrawn, if in the opinion of the Technical Committee or the SCA, the sanction holder or the Non-SCA Member participant does not respect the responsibilities and conditions as set out by the activity sanction, Non-SCA Member Participation Policy, and / or takes acts contrary to the development of cycling in Saskatchewan.
